It can take 8 weeks or longer.
It must be applied for from outside Australia.
You must meet a range of conditions.

It’s difficult to answer visa questions accurately without knowing what country you’re from, but Work and Holiday visas from the USA usually take no more than a few hours if you apply online at the Australian government immigration website and up to a week if you apply on paper:

You must enter Australia within 3 months of the visa grant date.

Mate, I believe Ozmaniac is incorrect, going by experience.
I have yet to find any Govt entity that will process anything at all in a few hours.Let alone a foreign enquiry of any kind.
